BY-LAWS OF THE RECREATION CLUB OF
SOUTH WINDS MOBILE HOME PARK

Section I: Order of Business
The Recreation Club of South Winds Mobile Home Park will hereinafter be referred to as The Rec Club.
All residents of South Winds Mobile Home Park are members of The Rec Club.
The order of business for the general meetings of the Rec Club shall be as follows:

SECTION II: DUTIES OF THE OFFICERS AND COMMITTEES
President: The president shall dedicate time and effort, as required, in the best interest of the Rec Club and oversee the Rec Club’s activities and business. The president shall adhere to and take steps to ensure that the Rec Club’s By-Laws and the Constitution are strictly observed and followed. The president shall, ex officio, be a member of all committees of the Rec Club.
First Vice-President: The first vice-president shall be responsible for performing the duties of the president during the absence or incapacity of the president. In addition, the first vice-president, in concert with the second vice-president shall be responsible for the committees of The Rec Club.
Second Vice-President: The second vice-president shall be responsible for performing the duties of the president, in the event that the first vice-president is unavailable. In addition, the second vice president, in concert with the first vice-president, shall be responsible for the committees of the Rec Club. The second vice president is also responsible for managing the scheduling of the recreation hall and the annex.
Treasurer: The treasurer shall manage all monies of The Rec Club, including recording all monies received and disbursed in the management of the Rec Club’s finances. The treasurer shall deposit all monies received in a bank designated by the Rec Club’s board. The treasurer shall present a financial statement to the board at all meetings.
Secretary: The secretary shall take and keep a record of the minutes of all meetings of The Rec Club and present the same at all meetings and manage the recreation club’s bulletin board for up to date posting.
Assistant Treasurer & Program Committee Chairperson: The chairperson will work on the Rec Club’s entertainment programs, including searching and contracting the for entertainment for the Club’s dances, potlucks and other entertainment events. In addition, the assistant treasurer shall perform the duties of treasurer in the treasurer’s absence.
Assistant Secretary & Social Committee Chairperson: The chairperson is responsible for managing the calendar for all Rec Club activities; supervising the development of a continuing program of social activities; and ensuring the event reports are made, collected and catalogued. In addition, the assistant secretary shall perform the duties of the secretary in the secretary’s absence.
Committee Chairs: Committee Chairs are volunteers and must be approved by the Rec Club’s Board. The chairperson of each committee shall form his/her committee with members of South Winds and abide by the Rules and Regulations of South Winds as well as the By-laws and Constitution of The Rec Club.
In summary: The Rec Club’s Board guides and directs all committees and recreational activities; prepares and adheres to an annual budget as approved by members and fills all vacant positions on the board or within the committee assignments. In accordance with the Rec Club’s Constitution, the president, first and second vice-presidents are elected by the residents of South Winds residents in a general election. The Secretary, Treasurer, Assistant treasurer & Program Committee Chairperson and Assistant Secretary & Social Committee Chairperson are appointed by the three abovementioned elected officers.
SECTION III: FINANCES
Budget: The officers of The Rec Club, who are duly elected for the ensuing year, shall in conjunction with the chairpersons of the various committees of The Rec Club, set up a budget for the ensuing year, for approval by the residents/members at its January meeting. The budget shall include an estimate of the anticipated receipts and disbursements of the Rec Club, with allocation of the amounts available for expenditures of each of the committees of The Rec Club.

Expenditures: All expenditures of the various committees more than their previously allocated funds must first be approved by the Board.

Signing Authority: All checks and other documents involving The Rec Club’s finances shall be signed by one of the following officers of The Rec Club: President, Treasurer, first Vice-President or Assistant Treasurer. Checks over $500.00 require two signatures.
SECTION IV: MEETINGS
Place: All meetings of The RecClub shall be held in the Recreation Hall or Recreation Hall Annex of South Winds Mobile Home Park, unless otherwise designated by the Board.

Attendees: All Rec Club meetings are open to the residents of South Winds Mobile Home Park, and all residents are considered members of The Rec Club. If any Rec Club member wishes to make a presentation to the Board, it must be submitted to the Board in writing to be added to the agenda.

Timing: The monthly meetings/coffee hours of The Rec Club shall be held on the third Saturday of the month. The Rec Club’s Board meetings shall be held on the second Thursday of the month.

Annual Meeting: The annual meeting for budget approval and election of officers shall be held on the third Saturday of February each year.

Seasonal Meetings: The Rec Club’s monthly meetings shall commence with the monthly meeting in November and continue until the monthly meeting in April of the following year.

Power to change: The Board, with the approval of a majority vote of the residents present at any regular meeting of The Rec Club, may change the date and/or the hour for holding monthly and/or annual meetings of The Club.
